Randolph A. Hall was born in Silver City, New Mexico, JULY 22, 1953.  He has an undergraduate BA degree from Marquette University, Milwaukee, Wisconsin (1975), a graduate MBA degree from Webster University, St. Louis, Missouri (1987) and a post graduate diploma from the US Army Command and General Staff College (CGSC), Ft. Leavenworth, Kansas (1994).

He is a cofounder and the President of Tierra Verde Solar Inc., in New Braunfels, Tx.  His responsinilities include renewable energy photovoltaic (PV) program management, business development, and daily operations focused on commercial, institutional, and industrial renewable energy solutions at the federal and Department of Defense (DoD), state,and local city government levels.

He is an advocate of renewable energy (PV) and energy efficiency and was first introduced to the solar industry in the fall of 2002, while living on Capitol Hill in Washington, DC.   The introductory event was his first attendance at the  Solar Decathlon, hosted by the Department of Energy, Office of Energy Efficiency and Renewable Energy (EE/RE) in Washington, DC. , on the Capitol Mall.

That day was a life changing event, which peaked his interest and thus began his preliminary research at the Department of Energy, Office of EE/RE, and the Library of Congress.  His research included the EE/RE emerging market,  manufacturing companies, and leading edge technologies.   He then attended his second Solar Decathlon in 2005, in Washington DC, while still working in the Information Technology (IT) industry and decided at that point that he would change career paths, relocate to San Antonio, TX and pursue a career in the EE/RE industry.  That decision took a year to materialize and he left Washington, DC to return to San Antonio, TX in OCT 2006. 

Randolph met his current business partner and co founder/CEO of Tierra Verde Solar, James “Hoss” A. Boyd in 2007.  Hoss at that time was the president of an electrical contracting company in New Braunfels, TX.   Thus began a professional relationship that expanded upon his EE/RE knowledge base and experience and eventually grew into a business opportunity.  Hoss and Randolph decided that the future was in the Energy Efficiency and Renewable Energy market and incorporated Tierra Verde Solar inc., headquartered in New Braunfels, TX in November 2009.

He currently resides in San Antonio, TX, having relocated from New Braunfels, TX in 2008, Washington, DC in 2006 and Heidelberg, Germany in 2000. 

While living in Europe he worked for two large US based IT companies supporting federal and DOD accounts, to include the US Air Force, US Navy/Marine Corps, Department of State,  and in addition NATO accounts.  He was also a US Army reserve officer assigned to the 7th Army Reserve Command (ARCOM), in Augsburg and Grafenwoehr, Germany.

His employment in the civilian sector includes 18 years of information technology (IT) program management, business development, sales and consulting experience with federal and Department of Defense accounts.  He has worked for both small and large companies to include, but not limited to; Robbins-Gioia Inc., International Data Products (IDP), Government Technology Services Inc., (GTSI), Network Associates, iGov and most recently USAA.  In the civilian sector duties included IT program management, educational simulation design and curriculum development of course material for US federal and DoD information resource managers. 

LTC Hall is a retired US Army Medical Department (AMEDD), Medical Service Corps (MSC) officer, with 23 years of combined active and reserve military service.  His active (1976 – 1987) and reserve (1988 –  2000) military duty include US Army Europe (USAREUR) assignments with the 3rd Medical Battalion, and Office of the Division Surgeon, 3rd Infantry Division, the 130th Station Hospital, HQ, 7th Medical Command (MEDCOM), and HQ, 7th Army, US Army Europe (USAREUR) and assignments in the US at William Beaumont Army Medical Center, Ft. Bliss, TX, Kimbrough Army Community Hospital, Ft. Meade, MD, and the Academy of Health Sciences (now the AMEDD Center and School) in San Antonio, TX.

His US Army, AMEDD leadership and management experience both active and reserve include; command, program management, biomedical information system officer, plans, operations, training, intelligence, security and instructor positions.

While on active duty as a Captain he was an instructor and subject matter expert (SME) for both basic and advanced AMEDD officer courses at the Academy of Health Sciences (AHS), Military Science Division.  While assigned to the AHS his duties included both field training at Camp Bullis and classroom courses.  He held a “5K” identifier as a military instructor.  

In a subsequent assignment at the AHS as a program manager he was responsible for oversight of the design and development of multi-million dollar simulation and training device projects for combat medics and AMEDD personnel.

As a Lieutenant Colonel (LTC) reserve officer in Europe he was assigned to the 7th US Army Reserve Command (ARCOM), Heidelberg, Germany.  His duties at the ARCOM included assistant instructor and advisor assignments for both Command and General Staff College (CGSC) and Combined Armed Services Staff School (CAS3) courses.  He was responsible for classroom instruction of CGSC and CAS3 course material to company and field grade US Army combat arms, combat service and combat service support officers.  His additional duties included, curriculum development, student counseling, mentoring, physical fitness, stress management training and student officer performance evaluations.

He returned to active duty as part of a Presidential mobilization recall in support of Operations Desert Shield/Storm in 1991 and volunteered and was recalled to active duty in support of Operation Joint Endeavor in 1996.

His military awards include the Meritorious Service Medal, Army Commendation Medal (2nd Award), Army Reserve Components Achievement Medal, Army Defense Service Medal, Armed Forces Reserve Medal, Armed Forces Reserve Medal with "M" device, Army Service Ribbon, Overseas Service Ribbon, Army Reserve Component Overseas Training Ribbon, Expert Field Medical Badge, and German Army Markmanship Badge in Silver. 

LTC Hall retired from the US Army Medical Department (AMEDD) reserves in 2002.  Randolph has two daughters, Monica Catherine and Erin Elizabeth, they are both college graduates and now reside and work in the State of New York.  He attends church services at Our Lady of Perpetual Help (OLPH), Catholic Church in Selma, TX.
